Position Summary:

The District Programme Officer is required to have knowledge of management principles involved in project cycle management, leadership techniques, report writing and coordination with external stakeholders. S/he also needs to have strong knowledge of WASH, Livelihoods & Sponsorship related projects with a sound understanding of cross-cutting themes, i.e. gender mainstreaming, child protection and human rights. S/he will be responsible for the management of projects in accordance with the project documents, donor requirements, ground realities & policy dynamics, lobbying & coordination with stakeholders and donor compliance. S/he will work with relevant Programme Managers s andthe  M&E department for smooth and effective implementation of different projects in the district.

Job Description:

Project Management:

  • Project Planning & Implementation as per the approved proposal
  • Lead and support the field staff to ensure that the project is being implemented effectively with high impact according to the agreement with the donor and with technical quality standards.
  • Responsible for the successful implementation of the project in accordance with the approved LFA, work plan and budget
  • Develop a detailed monthly activity plan in collaboration with donors based on the approved work plan
  • Induct all key stakeholders in the salient elements of the project
  • Set in place a monthly progress review and planning mechanism for the project team
  • Maintain a solid, up-to-date understanding of the factors related to the project and orient and share with the management and leadership of the organization
  • Prepare and submit narrative reports monthly, quarterly, biannually, and annually on a basis to report on project progress at output and outcomes/results level as per the organisation’s and donor's requirements
  • Responsible for monthly progress reports, intermediate reports, and the project final report to the management
  • Ensure maintenance of project documentation
  • To organize project related events, opening & closing ceremonies with representation of all stakeholders.
  • Facilitate project audit and 3rd party evaluations by providing required information & documentation
  • Any other relevant tasks assigned by the management and the leadership

OCWP (Orphan & Child Welfare Programme):

  • Support the implementation of the OCWP programme in the district and provide administrative and base support to the team
  • Liaise with OCWP manager for targets for OCWP team and provide community mobilization support for running projects in districts.

Seasonal/Special Interventions:

  • Manage beneficiary identification and selection of beneficiaries for various special and seasonal interventions (Ramadan, Qurbani, Winterisation, etc)
  • Manage field implementation of various special and seasonal interventions in liaison with the respective managers

Livelihood Programme:

  • Support the implementation of the Livelihoods programme in the district, provide administrative and base support to the team in current projects, and prepare concept notes for more funding and allocation.
  • Liaise with the Livelihoods manager to meet targets and support community mobilisation to run district projects.

WASH:

  • Support the team in identifying sites and implementing WASH schemes error-free in the area.
  • Laise with the operations team and WASH manager to meet targets and support the community to mobilise the projects in the district.

Office Management:

  • Identify gaps, under-performance and work with the staff for improvement and course correction
  • To oversee field office management, operations, ensuring safe, security & logistics.
  • Train, guide & capacitate field team throughout the project implementation and ensure effective team management.
  • Facilitate in identification of local potential vendors and service providers and to supervise the services of selected vendors and implementing partners/3rd parties as per the agreements.
  • Provide detailed feedback on the vendors & partner services, document lessons learnt during the project implementation and recommendations for future programme activities.

Job Requirements:

Qualification:

Minimum Bachelor’s degree, preferably in Social Sciences /Project Management / Public Administration or a related subject

Work Experience:

  • Minimum of 5 years’ experience working in Livelihoods/Sponsorship related programmes in a development, campaigns or humanitarian organisation.
  • 2-3 Years of Program/Project leading experience in the same position.
  • Project Management/Team Lead experience.
  • Experience working with host governments, UN bodies, INGOs and local NGOs

  • Ability to self-manage on a technical level and to take the initiative in routine operations  
  • Excellent coordination skills
  • Training and mentoring experience with field technical colleagues
  • Excellent interpersonal, communication and representative skills (written, oral, cross-cultural)
  • Strong on donor relations in the emergency/humanitarian context
  • Adaptability and the ability to re-prioritise according to the changing context
  • Good interpersonal skills and ability to develop and maintain relationships.
  • Ability to work creatively, effectively and in an innovative manner.
  • Ability to maintain the highest level of confidentiality in relation to work, privacy and data.
  • Excellent communication skills in written and verbal English as well as the local languages.
